Sands says the child and a guardian were in the area for a Father’s day event and were about to leave.
Before they could, however, the guardian stopped to say a few last goodbye’s to event attendees and told the child to wait on the sidewalk before crossing the street to the parking lot.

A Nissan Altima traveling at 34 mph down 22nd street at the same time and was unable to avoid hitting the child.
